Florentino Perez says that Real Madrid will not be attempting to sign players this month - despite having a transfer ban looming.
Los Blancos have appealed their two window embargo on new arrivals after allegedly breaching protocol with the signing of international minors.
City rivals Atletico have also been hit by the same ban, which mirrors that which has recently been served by Barcelona.
But Real president Perez has slammed the accusation that they are guilty - and remains defiant about his current squad.
He says the La Liga title-chasers have no reason to add new faces while Zinedine Zidane is in charge.
The FIFA sanction is hurtful. It is a very serious matter to smear Real Madrid's reputation in this way," Perez told AS.
"We are convinced that it is all a mistake; it is ridiculous to think that Real Madrid will be punished for a matter concerning the protection of minors when the children have always been a priority for us.
"We are not going to be making any signings in the January window but that doesn't have anything to do with the ban, it is because we have the best players and the best coach."
If the transfer ban is upheld, it would also mean that players are unlikely to leave the Bernabeu.
Perez said: "He is Di Stefano's heir and he is very happy here, so he is not going to leave Real Madrid. He is the best player in the world and he has to keep playing for the best team in the world."
